Ninth Issue of the IRMO Brief by Brenda Shaffer analyzes the situation in the Azerbaijani region of Nagorno-Karabakh that has been under Armenian control ever since the collapse of the Soviet Union had been unfolding. All efforts of the international community including the European Union, have not brought peace to the South Caucasus, and in April 2016 the Four Day War broke out claiming hundreds of lives of troops and civilians on both sides. The conflict between Armenians and Azerbaijanis for Nagorno-Karabakh has also a global dimension because of the presence of Russian troops in Armenia, American interest in the South Caucasus and neighboring Middle East, borders with Iran and Turkey, and interest of the EU which wants to connect the south of Europe to the natural resources rich Caspian Sea with a pipeline.
