IRMO Brief No 02/2017 deals with hybrid warfare and the way it is changing the dynamics and forms of conflict in the contemporary international environment. The issue analyses the way this phenomenon is used to keep assertive actions below the threshold of conventional conflict, upholding an artificial image of stability while pursuing geostrategic gains. It also underlines the importance of modern technologies and sophisticated methods in contemporary warfare, which is characterized by blurring lines between the organisational, the command and the control structure, ensuring anonymity of the actors. Finally, optimal modes of response to increasingly perilous hybrid warfare are proposed.
