IRMO Brief 2/2018 deals with the new EU’s policy initiative in the field of defence – Permanent Structured Co-operation (PeSCo). It analyses the wider international strategic framework in which it has been created, taking into account its legal and institutional set-up and attempting to assess the way they would influence its functionality.
