The IRMO team, led by Dr. Sanja Tišma, conducted an evaluation of the effectiveness of Priority Axis 11 – Strengthening Crisis Recovery in the Context of the COVID-19 Pandemic and Preparation for a Green, Digital and Resilient Economic Recovery (PA 11), as well as a process evaluation of Priority Axis 12 – Earthquake Damage Remediation (PA 12) under the Operational Programme Competitiveness and Cohesion 2014–2020 (OPCC).

The evaluation was commissioned by the Ministry of Regional Development and EU Funds (MRDFEU), in its capacity as the Managing Authority of the OPCC, and was implemented in cooperation with the Sector for Implementation of Operational Programmes and Financial Instruments, Service for Monitoring and Management of Operational Programme Implementation.

IRMO scientists, Dr. Sanja Maleković, Dr. Jakša Puljiz, and Dr. Ivana Keser, presented the evaluation findings, conclusions, and recommendations at a public presentation of results held on 13 June 2025 at the premises of the MRDFEU.

The main objective of the impact evaluation of PA 11 was to assess the achieved results and effects of financial support aimed at strengthening the competitiveness of small and medium-sized enterprises (SMEs) in the manufacturing sector, which were affected by the crisis in the context of the COVID-19 pandemic.

The main objective of the process evaluation of PA 12 was to monitor and assess the progress in implementing earthquake damage recovery activities in Sisak-Moslavina County, financed through the OPCC. Activities included, among others: the reconstruction of family houses damaged by the earthquake, demolition of family houses designated for removal, construction of new housing units to replace those damaged, preparation of the required project and technical documentation, and other related measures.
