The September 2025 edition of the IRMO Brief, authored by Božo Kovačević, deals with Georgia and its division between the Russian Federation and integration in the European Union and NATO. After Georgia’s and Ukraine’s Membership Action Plan (MAP) was blocked by France and Germany at the NATO summit in Bucharest in April 2008, Russian forces had invaded Georgia and seized its provinces South Ossetia and Abkhazia the same year in August. Nonetheless, Georgia continued to pursue its EU membership ambitions. In 2006 the EU-Georgia European Neighborhood Policy Action Plan was adopted, and on 15 December 2023, the European Council gave candidate status to Georgia. The author also analyses the situation in Georgia after the elections on 26 October 2024 won by pro-Russian parry Georgian Dream, and latest statement by Vice-President of the European Commission Kaja Kallas that the accession process to the EU has been de facto halted.
