The article “A Crisis or an Opportunity: Migration as a Tool for Economic and Social Development in Croatia” by Senada Šelo Šabić, Ph.D, Ana Vučemilović-Grgić, and Antonija Majdančić has recently been published as a scientific contribution to the proceedings of the conference “The Impact of the Quality of Institutions on Sustainable Development”. The authors explore Croatia’s response to dual pressures stemming from its position as a transit country for migrations to Western Europe and its significant demographic decline caused by low birth rates and emigration. While recent policies aim to address labor shortages by increasing work permits and encouraging immigration, the article highlights that Croatia faces the dual challenge of maintaining an open-door policy for foreign workers while ensuring their effective integration into Croatian society. The paper identifies challenges and opportunities arising from these pressures, with a focus on potential migration and demographic sustainability policies.
