A paper by Hrvoje Butković has been published in the volume Proceedings of the 3rd International Scientific and Professional Conference Migration and Identity: Culture, Economy, State. The paper examines the issue of attracting highly skilled immigrants to Croatia in the context of the European and national migration framework.
The paper analyses the provisions of the revised EU Blue Card Directive and considers whether Croatia, based on the given European framework and its experience so far, can become a more attractive destination for highly skilled workers. It also discusses the broader economic effects of highly skilled immigration, including its contribution to productivity growth.
The publication was issued by the Institute for Migration Research, Zagreb, and the Croatian Academy of Sciences and Arts – Department of Social Sciences, and was published in 2025.
