The Cultural Development Program of the City of Osijek 2025–2030 was developed as a strategic document that determines the direction of cultural development in the coming period. The City of Osijek entrusted its development to the Institute for Development and International Relations (IRMO), which based the process on a comprehensive analysis of the situation and a broad participatory approach. Numerous cultural actors, representatives of public institutions, civil society organizations, educational institutions, artists, cultural professionals and citizens participated in it, who shared their experiences and opinions on the needs, challenges and vision of the development of local culture through interviews and workshops. Through joint analysis and dialogue, the workshops enabled the recognition of key problems and obstacles and identified strengths and opportunities. All workshop participants, through cooperation and exchange of ideas, actively participated in the formation of strategic guidelines and the definition of key priorities, specific goals, measures and activities for the future cultural development of the City of Osijek. In this way, the basis was created, which IRMO terminologically and professionally shaped into the Cultural Development Program of the City of Osijek 2025-2030. The structure of the Program includes all key strategic elements – vision, mission, priorities, specific objectives, measures and activities. As a whole, the Program is aimed at building an encouraging and fair system of support for culture, improving the conditions for artistic, cultural and creative practice, expanding opportunities for the participation of citizens and visitors, and strengthening the city’s recognition in the local and international context. In this way, culture is placed at the center of the social and economic transformation of Osijek, shaping it as an open and creative, sustainable and resilient city recognized regionally, nationally and internationally for its cultural richness and vitality.
