The document Guidelines for Innovating the Law on Culture of Montenegro was developed in accordance with international standards and best practices in developing recommendations for improving public policies. Special attention was paid to each chapter and article of the current Law on Culture, in order to systematically identify areas for improvement and formulate proposals for specific measures. This ensured compliance with the legal and institutional framework and additionally emphasized the professional foundation and integrity of the Guidelines. The final content included all parts of the existing Law, as well as new areas of cultural policy that respond to contemporary challenges and needs. The sustainable use of public cultural resources, the encouragement of contemporary cultural and artistic creativity, the improvement of education for cultural management, as well as the encouragement of broader citizen participation and better availability and accessibility of cultural content are emphasized. The financing of culture was observed through the prism of diversifying sources of funds and the inclusion of non-governmental organizations and small and medium-sized entrepreneurs, as well as through the development of new forms of partnerships between the public, civil and private sectors. In addition, the international dimension of Montenegrin culture as an important instrument of cooperation was emphasized – especially in the European and regional context, but also globally. The guidelines clearly indicate the necessity of adopting a new, comprehensive legal framework. In order to ensure transparent and systematic monitoring of the proposed reforms, they are methodologically structured according to the existing chapters and articles of the current law, while the provisions that require changes, additions or complete upgrading are precisely identified.
