The objective is to conduct a comprehensive analysis of the efficiency and effectiveness of the local self-government system in the City of Zagreb, with particular emphasis on its legal and regulatory, institutional, organizational, financial, and democratic-participatory framework, as well as its actual social role in meeting the needs of citizens, in order to identify opportunities for improving the local governance model. The purpose of the project is to provide professionally grounded guidelines for potential reforms and improvements to the existing model of local self-government in the City of Zagreb, including an assessment of the justification for the two-tier structure, a comprehensive review of competences, the method and purposefulness of financing, and citizen participation, taking into account comparative experiences of other cities in the Republic of Croatia and Europe, as well as the relevant regulatory framework. The results of the analysis will serve as a basis for drafting proposals for future measures and decisions at the level of the City of Zagreb.
