The first volume of the report, “State of European Film,” has been published as a part of the Horizon Europe project CresCine. The report provides detailed insight into key industry trends, policy recommendations, and analyses from experts at leading European universities and industry partners.

This inaugural edition, titled “An Overview of Key Industry Trends, Insights, and Policy Recommendations for the European Film and Audiovisual Industry,” offers a comparative analysis of challenges and untapped opportunities within small European film markets, including Belgium (Flanders), Croatia, Denmark, Estonia, Ireland, Lithuania, and Portugal.

Key findings of the report include:

  • Festival Circulation: Only 17% of programming slots at international festivals are occupied by films from small countries, highlighting the need for better visibility and distribution.
  • Winning Strategies for Small Markets: Four strategic models for small film markets have been identified: cultural “resonance,” export, production services, and film artistry. No single market dominates across all models, emphasizing the importance of strategic focus.
  • Decoding Domestic Audiences: Audiences recognize production limitations but demand high quality, particularly in storytelling and acting.
  • Export: The Path to Growth: Co-productions, genre appeal, and language are key factors in the successful export of films from small markets.
  • Skills Development: The report reveals a critical skills gap, particularly in training and career advancement access. While festivals and markets serve as key networking and educational platforms, costs remain a significant challenge. Only 20% of professionals have access to regular training, while as many as 80% wish to acquire new skills but lack consistent training opportunities. Investing in professional development and advocating for accessible, industry-relevant education is crucial for the future of the sector.
