The article analyses the European Union’s ability, through the Common Security and Defence Policy (CSDP), to respond to increasingly complex security and geopolitical challenges and pursue its ambition of achieving strategic autonomy. The paper examines the implications of intensifying global strategic competition, including Russia’s aggression against Ukraine, China’s growing influence, uncertainty surrounding the United States’ long-term commitment to European security, and transnational security threats.
Particular attention is paid to key European defence instruments and initiatives, including PESCO, EDIRPA, EPF, MFA, EDF, and ASAP. The article examines both their potential and their limitations in strengthening European defence capabilities. Political fragmentation, a lack of resources, insufficient military capabilities, and the need for better coordination among Member States are identified as key obstacles to more effective EU action.
Based on the analysis, the article offers recommendations aimed at strengthening institutional cooperation, improving the coordination of defence policies, and developing a clearer common strategic vision for European security and defence.
