The article, “Small research ecosystems in large international public policies: tracing an infrastructurally mediated pathway from CroRIS to Overton,” examines how research produced by Croatian public universities and research institutes becomes visible in international policy documents.

Using data from CroRIS, OpenAlex, and Overton, the authors analysed more than 6,000 research publications and over 16,000 policy citation events. The findings show that Croatian research reaches policymakers primarily through European and international organisations, while citations in domestic policy documents remain comparatively rare. The study also highlights the importance of research information infrastructures, interoperability, and high-quality metadata for understanding and measuring the societal visibility of research.

The research contributes to ongoing discussions on research evaluation and the science-policy interface, areas that are closely aligned with IRMO’s research activities.

The article forms part of Maja Hoić’s doctoral research at University North under the mentorship of Prof. Ljerka Luić and was conducted alongside her work at IRMO.
