Objectives: to stimulate cross-border cooperation in order to diversify and improve the regional economy in a socially and environmentally sustainable way, whilst at the same time, improving good neighbourly relations across the border; and to build the capacity of local, regional and national institutions to manage EU programmes and to prepare them to manage future cross-border programmes under the territorial cooperation objective of the EU Structural Funds.
External assessors were engaged to carry out detail examination of received project proposals. E ach project proposal had to be assessed, full application form evaluated on the basis of the published evaluation grids) by at least two experts (assessors), working independently of each other. The assessors carried out an evaluation of the quality of the full application form, including the proposed budget, logframe and indicators and of the capacity of the applicant and its partners.
Assessors had to pay special attention to cost effectiveness of the project in terms of getting the best value for the money requested from the EU and for the one confirmed as available from other sources of funding.
