Title of article: A Comparative Perspective on Institutional Quality in Countries at Different Stages of European Integration

Authors investigate, assess and compare changes in institutional quality in selected six countries which are at different stages of integration with the EU (Ukraine, Moldova, Croatia, Macedonia, Bulgaria and Romania). Distinctive feature of the analysis is reflected in the assessment and measurement of the efficiency of political and economic institutions for public governance, including the resilience to corruption, and in determining the level of convergence and complementarities with the institutions of the EU Analysis, based on a newly constructed index of institutional quality reveals a further falling of the eastern neighbourhood countries behind the average EU institutional quality in some key dimensions. The authors in conclusion suggest priorities and policy recommendations for creation of more systematic EU neighbourhood policy based on better understanding of these countries’ institutions and their actual economic, innovation and research potentials for more intensive cooperation with the EU.
