The goal of the evaluation is a comprehensive analysis of the success/efficiency of the implementation of active employment policy (ALP) measures in Croatia, which will indicate necessary changes/improvements and provide a basis for a potential revision of the existing system of measures. The evaluation should indicate the assessments of the effectiveness and efficiency of each form of measure, necessary changes, management of measures and recommendations for improving measures/programs and approaches to managing ALMPs through the following evaluation criteria and related questions:

Relevance:

  • Evaluate whether the totality of the existing set of measures is aligned with the needs of the labor market,
  • Elaborate the most important characteristics of the measures and significant changes in conditions in the period 2017-2023 and assess the relevance of these changes with regard to the needs of the labor market.

Effectiveness:

  • Elaborate a comparative analysis of ALMPs, indicating whether individual measures were implemented as planned in relation to the set goals and, if not, state the reasons,
  • Indicate the economic and social benefits of individual measures on unemployment, increasing the competitiveness of companies, individual sectors and the economy,
  • Indicate the effects of ALMP measures at the micro and local levels,
  • Indicate the efficiency of financing target groups in relation to their employability in the labor market, and indicate whether education and training have influenced their economic status, show a comparison of contributions paid from the salaries of beneficiaries to the Budget before and after education, which would lead to the conclusion whether their salaries increased after completing education.

Efficiency:

  • Indicate the efficiency of the Croatian Employment Service, and propose improvements and development of human resources with the aim of increasing efficiency, taking into account Annex B. Job descriptions in departments and sections of the ALMP, with regard to the place of work (Central Service, Regional Service, Regional Office).

Impact:

  • Analyze the relevant internal registers of the Croatian Employment Service of beneficiaries of measures for the purpose of evaluating the impact of the use of measures and after 6, 12 and 24 months after the expiration of the contract using PSA analysis,
  • Assess the effect of active employment policy measures on employment retention in the Republic of Croatia, and prepare a final report on this,
  • Review of the macroeconomic effects of all individual measures (for example, analysis and distribution of sources of financing, shares in GDP, and analysis of how much contributions and/or taxes were returned to the State Budget by business entities that used the measures),
  • Analyze the impact of the measures on demographic processes (natural movement, mechanical movement, changes in the labor market).

Sustainability:

  • Analyze (prediction of financial sustainability and continuity of implementation of measures for each type of measure individually.
