The main objective of the project: to evaluate the realization performance of project implementation (relevance, efficiency, effectiveness, impact and sustainability) of the EU pre-accession assistance under IPA in 9 countries mentioned above. The evaluation will cover the so-called IPA multi-beneficiary programs. Overall project purpose: improving of the performance of EU assistance under the Instrument for Pre-Accession

Other objectives of the project:

    1. the project will provide a judgment on the performance of EU pre-accession assistance under the Instrument for Pre Accession (IPA) (component 1) in Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo [1] through the preparation of five Country Programme interim Evaluations (CPiE) as well as an additional evaluation report on IPA multi-beneficiary programmes (MBP).
    2. Secondly, these evaluations, together with those contracted by national authorities in Croatia, the former Yugoslav Republic of Macedonia and Turkey, will provide input for the second objective – the consolidation of findings, conclusions and recommendations in a meta-evaluation of IPA assistance.
    3. capacity building, will contribute to sustaining the impact of the evaluations.
