The main objective of the project: to evaluate the realization performance of project implementation (relevance, efficiency, effectiveness, impact and sustainability) of the EU pre-accession assistance under IPA in 9 countries mentioned above. The evaluation will cover the so-called IPA multi-beneficiary programs. Overall project purpose: improving of the performance of EU assistance under the Instrument for Pre-Accession
Other objectives of the project:

- the project will provide a judgment on the performance of EU pre-accession assistance under the Instrument for Pre Accession (IPA) (component 1) in Albania, Bosnia and Herzegovina, Montenegro, Serbia and Kosovo [1] through the preparation of five Country Programme interim Evaluations (CPiE) as well as an additional evaluation report on IPA multi-beneficiary programmes (MBP).
- Secondly, these evaluations, together with those contracted by national authorities in Croatia, the former Yugoslav Republic of Macedonia and Turkey, will provide input for the second objective – the consolidation of findings, conclusions and recommendations in a meta-evaluation of IPA assistance.
