The aim of the project was to provide a comprehensive review of the Phare and IPA TAIB Component I programme in Croatia. The evaluation covered Phare 2006 programme as well as IPA TAIB 2007, 2009, 2010 annual programmes. The evaluation report is seen as a management tool serving primarily the Croatian authorities in fulfilling the requirements set by the IPA regulation as well as to gain valuable experience in preparation for the evaluations of the OPs in Croatian post-accession period. The proposed project strived to enhance the decision-making capacity of the key stakeholders responsible for managing EU funded programs in the Republic of Croatia. The global objective of this evaluation was:Improved implementation of current assistance programs and design of future assistance. The specific objective of the evaluation was: Relevance, efficiency, effectiveness, impact and sustainability of assistance provided under Phare and IPA TAIB programs assessed and enhanced.
