A feasibility study with a cost-benefit analysis on the possibilities of establishing and developing an ICT cluster in Zadar was commissioned by the City of Zadar from the Institute for Development and International Relations. It was carried out within the framework of the CODE Project, Interreg IPA CBC HR-BA-ME 2014-2020, in the period from June to December 2019.
The study identifies the costs and benefits of the establishment and development of an ICT cluster in Zadar, and was carried out in accordance with the principles of cost-benefit analysis defined by the Executive Regulation of the Commission 2015/2007 and with a simplified method since it is a project that does not include investments. A feasibility analysis with an analysis of costs and benefits and risks shows that the project is socially justifiable because it meets the identified needs, represents the best among the considered solutions to achieve the goal, and does not bring unacceptable risks during the entire life cycle, and the social benefits are greater than the costs.
