Project duration: 3/2020 – 3/2021

Client: Ministry of Science and Education

Project manager: Jakša Puljiz, PhD

The project concerns the preparation and implementation of scientific and technological mapping in a thematic priority area of the Smart Specialization Strategy – Energy and Sustainable Environment. It is implemented in cooperation with the Zagreb Institute of Economics. The expected result of the project is the analysis of the conducted scientific and technological mapping (preparation of the document “Analytical Report”). The “Analytical Report” output document serves as comprehensive analytical basis for conducting a pilot exercise of scientific and technological forecasting and should primarily contain an analysis of data collected by the mapping that will indicate the capacity and potential of the research sector in the thematic priority area and the overlapping areas of recognized forces. In addition, a report will be prepared on the results of the pilot forecasting exercise (document “Study on the Development of the Thematic Priority Area Energy and Sustainable Environment”) which will contain scenarios for the future development of the thematic priority area “Energy and Sustainable Environment”. The document Guidelines for the Revision of Strategic Documents should contain recommendations for the revision of measures set out in existing strategic documents in the field of science, technology and innovation (eg the Smart Specialization Strategy, the Education, Science and Technology Strategy, the Research Infrastructure Development Plan, etc.). The aim of the project is to develop a methodology for mapping and forecasting, and their application will enable the execution of further exercises in scientific and technological forecasting at the national level. The specific goal of the implementation of these activities is the identification of the strengths and weaknesses of the Croatian science and technology system and the definition of the directions of further development of science and technology policies in one thematic priority area determined by the Smart Specialization Strategy. The entire processes of the pilot exercise of scientific mapping and forecasting will enable the continuous and systematic planning of medium-term and long-term priorities in science and technology through a process of consultations with representatives of the scientific and business community.
