Preparation of a study with the aim of evaluating the efficiency, effectiveness and functionality of project selection procedures and the application of selection criteria and adherence to horizontal principles within the Operational Program Competitiveness and Cohesion. Within the framework of the study, the following was carried out: i) analysis of the impact of project selection criteria on the territorial distribution of projects at the local level, ii) in-depth analysis of 34 selected public calls, in which the efficiency, effectiveness and horizontal contribution of the applied selection criteria were evaluated, iii) survey research of attitudes of key stakeholders (over 650 respondents); iv) interviews with 35 key persons from competent authorities for the management of EU funds. All findings of the conducted research served as basis for making a series of recommendations for improving the existing approach. The aim of the study was to determine the areas for improvement of the existing system of project selection within the framework of the implementation of the Operational Program Competitiveness and Cohesion through the evaluation of the results of the implementation process so far and the criteria used so far for the selection of projects. The expected effect of the project is to ensure the relevance of the selection of projects for the specific goals and priority axes of OPKK and to contribute to the effective implementation of the operational program.
