It is necessary to develop a methodological approach for the evaluation of the effectiveness, efficiency and impact of the implementation of the Operational Programme (OP) Effective Human Resources 2014-2020, financed through the European Social Fund (ESF), and then carry out an evaluation in the area based on previously determined evaluation questions. The evaluation assessed the level of success of the implementation of the OP in terms of achieving the national goals laid out by the EU2020 Strategy, key indicators of the success of the OP itself, the regional effects of the implementation of the OP, an integrated approach in the use of the ESF and the European Regional Development Fund (ERDF) in encouraging urban development and reaching the so-called horizontal principles (sustainable development, gender equality and non-discrimination, good governance).
The implementation of the programme refers to over 1,700 projects contracted so far in four areas: employment, education, social inclusion and good governance.
The evaluation results should be used as a starting point for a new cycle of planning the use of European Social Fund resources in the period 2021-2027.
