Functional review was implemented in Central state administrative bodies: (i) Ministry of Finance, (ii) Ministry of Justice, (iii) Ministry of Economy, Labour, and Entrepreneurship, (iv) Ministry of Sea, Transport and Infrastructure (instead of Ministry of the Sea, Tourism, Transport, and Development) (v) Ministry of Environmental Protection, Physical Planning, and Construction, (vi) Ministry of Science, Education, and Sports, (vii) Ministry of Culture, (viii) Ministry of the Family, Veterans’ Affairs, and Inter-generational Solidarity, (ix) Central State Office for Administration, and (x) State Inspectorate, and State administration offices in counties: (i) State Administration Office in Split-Dalmatia County, (ii) State Administration Office in Vukovar-Srijem County, (iii) State Administration Office in Osijek-Baranja County, (iv) State Administration Office in Lika-Senj County and (v) State Administration Office in Sisak-Moslavina County

Overall Objective

    • To reorganize the structure of state administration in accordance with the agreed Government functions in state administration bodies for the purpose of increasing efficiency and savings;
    • To realign governmental functions and to improve the management of business processes within state administration bodies;
    • To coordinate organizational structures of central state administration bodies, state agencies and state administration offices in counties with strategic and delegated tasks and responsibilities to be assumed;
    • To harmonize state administration with European standards so as to create preconditions for the integration into the European Administrative Space and successful implementation of the EU acquis communautaire;
    • To improve coordination of state administration bodies’ activities

Overall Results

    • Inception Report with draft typology of the existing institutions per ToR (referred to in point 1) and draft timetable of project implementation.
    • Draft report on the functional review in the first five state administration bodies together with the recommendations according to ToR in point 5 and proposal for rationalisation programme per ToR referred to in point 6.
    • Draft report on the functional review in the second five state administration bodies together with the recommendations according to ToR in point 5 and proposal for rationalisation programme per ToR referred to in point 6.
    • Draft report on the functional review in the last five state administration bodies together with the results of vertical functional review in selected sectors according to ToR in point 4 and the recommendations according to ToR in point 5 and proposal for rationalisation programme per ToR referred to in point 6.
    • Presentation of the programme of rationalisation of the organisational structures of state administration bodies in which functional review was conducted and draft guidelines of general principles for internal organisation in state administration bodies, to the Government of the Republic of Croatia.
    • Final Report with the proposal of the programme of rationalisation of the organisational structures and final proposal of the guidelines of general principles for internal organisation in state administration bodies.

Type of Services Provided

    • Analysis of data on agencies and other legal persons (public institutions attached to ministries) so as to develop a typology of the existing institutions based on their functions, lines of accountability, legal status, financing and other variables;
    • Application of the methodology for functional reviews to ten selected central state administration bodies and five state administration offices in counties;
    • Analysis and review of organizational structures and functions in selected state administration bodies and subordinate agencies in order to clearly delegate authorities and avoid overlapping of functions;
    • Conduct of a vertical functional review in two selected sectors – environmental protection, and physical planning and construction.
    • Providing recommendations related to functions and activities that are to be performed in the state administration, as well as functions and activities considered as unnecessary, but which may be rationalized and performed by independent agencies on the basis of market principles;
    • Producing a proposal for a rationalization program on the basis of functional review results in cooperation with state administration bodies, in which functional reviews have been carried out;
