It is necessary to create an analytical basis that will provide the necessary conceptual framework for the use of the so-called territorial instruments as defined by the EU Regulation on Common Provisions for European Structural and Investment Funds in the area of ​​Slavonia, Baranja and Srijem. It is necessary to prepare a report in which all the key elements needed for making a decision on the application of territorial instruments will be processed: strategic, institutional, financial and implementational. In the strategic part, it is necessary to determine the priority investment areas of ESI funds in Slavonia, Baranje and Srijem in the period 2021-2027 with special emphasis on investments in urban development. In the institutional part, it is necessary to propose an implementation framework, with a clear distribution of competences of individual institutions in the implementation of territorial instruments. In the financial part, it is necessary to develop investment scenarios from ESI funds, considering the total envelope that will be available to the Republic of Croatia for the period 2021-2027. In the implementation part, it is necessary to prepare a framework for prioritizing projects financed through territorial instruments in the period 2021-2027.
Based on the results and conclusions of the analysis, the ministry for regional development should make a decision on the use of territorial instruments for the area of ​​Slavonia, Baranja and Srijem in the period 2021-2027.
The analysis will create prerequisites for the application of the territorial approach regarding the use of ESI funds in the area of ​​Slavonia, Baranja and Srijem, which should strengthen the effect of the use of ESI funds, above all, in terms of contribution to urban development. Also, the analysis should contribute to a better understanding of ESI funds and their role in promoting territorial development.
