The activities included work on the preparation of all key supplements of the Plan – from the analysis of the current state, SWOT analysis, analysis of development needs and potentials, the creation of strategic guidelines for the future development of the county – proposal of vision, priorities, special goals and measures. Special attention was paid to the proposal of adequate indicators for the achievement of special goals, the creation of an indicative financial plan and the proposal of strategic projects relevant for the county. Finally, due attention was paid to the creation of an Excel table of the plan with all key elements that will serve the purpose of monitoring the implementation of the Plan during the coming period.
The main goals of the project were to:
– create a high-quality County Development Plan in compliance with the National Development Strategy 2030;
– contribute to a better understanding of strategic planning in the county by all involved stakeholders, including the understanding of the importance of parallel development and budget planning;
– contribute to the strengthening of the consensus and thus the partnership of key stakeholders in order to promote the successful implementation of the Development Plan.
– contribute to the quality of the Bjelovar-Bilogora County Development Plan, based on ensuring relevance, justification, consistency, internal and external coherence and clarity of the Plan;
– contribute to the good connection and compliance of the Bjelovar-Bilogora County Development Plan with National Development Strategy 2030 and with other national strategic development documents as well as those at the EU level;
– improve the strategic planning process in the Bjelovar-Bilogora County;
– increase the level of understanding of the importance and expediency of strategic planning by experts and other key stakeholders involved in the process of creating the Plan (mainly by associates of the JURA development agency);
– improve the effects of partnership by strengthening the consensus in shaping the Bjelovar-Bilogora County Development Plan.
